Well it's good that your optimistic, but sadly there's virtually zero chance of them paying any attention whatsoever. Especially since the only platform they care about in any way is the Xbox.

However on the slim 0.000001% chance that someone at Activision just might have a brain, I will spell out exactly how they can save this franchise and bring it back to it's former glory.

1) Bring back fully functional dedicated servers - both ranked and unranked. Allow leveling up/prestiging on both (kept seperate) - Monitor the "ranked" servers to ensure they are staying "ranked" (ie no class or movement restrictions) and add filters for players to easily distinguish the vanilla (ranked) servers from the custom (unranked) ones, and make sure there is no incentive for admins to make their custom servers "ranked"     - It would be much easier for them to monitor and remove servers breaking rules than it is for them to admin their "official" servers.

2) Go back to making decent quality maps like CoD1, CoD2, CoD4, WaW, and MW2... No invisible barriers, allow climbing on walls, dumpsters, rooftops, tables, etc. MW3 and BO2 maps are so FULL of invisible walls and barriers it's not even funny... (Raid should have a 2nd level of the house, and allow climbing up onto the roof where possible - Hijacked should allow climbing on the front and back of the ship, plus the 3rd level should be accessable - Standoff should allow climbing up onto the rooftops of the houses, onto the 3rd floor of the factory, and the tower in the middle should be open)  - Overall more freedom in where you go and verticality.

3) An extension of #2, make the maps MUCH larger, allow for more max players per game, and design the maps so they scale in size depending on how many players (similar to how BO1 pre match maps are smaller, but make it dynamic - doors open/close, shipping containers move, etc)

4) Restore ghost to the same effectiveness it had in CoD4 (hides from all UAV based scorestreaks)  - If it is still necessary to "punish" campers, add in a timer (5-10 seconds) so that a player who is stationary for that amount of time puts their weapon away, leaving themselves defenseless. (camper problem solved without ruining the balance of the game... Currently UAV is stupidly overpowered - especially since it's already up and sweeping by the time you hear "enemy UAV")

5) Give back community mapmaking tools and allow us to create our own maps once more (seriously community made maps are FAR superior to anything the devs have made) - Activision can still sell DLC and rake in money off the cash cow by focusing on adding things other than maps to the game. Additional weapons or perks, more scorestreaks, game modes, or even additional single player or co op content.  (In fact if they did it this way they'd likely sell a ton more DLC since players would have awesome maps to play on)

Instead of trying to sabotage and downgrade the PC experience to that of Consoles (which as an ex-console gamer I can say is pure sh**) what they really need to do if they are so dead set on cross platform play, is upgrade and improve the Console experience to that of PC.

Console gamers would sh** a brick and hail Activision as the greatest gaming company in the world of they released the next CoD on consoles with all the freedom, customization, and support that CoD4 had on PC.
